  • Operational digital systems administrator-Mobile applications, CNOTES, & ETC. (Will include new digital systems implemented at PAP)
  • Develop scope documents and implementation plans for Operational Excel[ence initiatives.
  • Develop, document, and drive improvement to PAR operational processes and procedures.
  • Support contract selection for consultants and vendors that can be used to improve performance and culture
  • Support the communication and implementation of overall Operations strategy for PAP personnel once management has identified direction. Ensure primary goals receive focus.
  • Collaborate with required work groups to develop and implement possible corrective actions for needs identified based on process changes, federal, state, and local regulations, corporate policies/ directives and other factors.
  • Evaluate effectiveness of programs including those from Operations, HSSE and Training.
  • Review policies and procedures for inaccuracies and areas for improvement. Make necessary changes to maintain compliance.
  • Ensure that refinery quality and safety initiatives are carried out in daily activities.
  • Evaluate effectiveness and sustainability of changes through compliance audits- Safety Audits, Operational Excellence Process Audits, Field training on newly implemented processes.
  • Active member of the Fire Brigade Team, Medical Team, and Rescue Team for the site.

10:30 AM Case Study: TotalEnergies Optimization of Turnarounds for Operational Readiness

Kevin was tasked by corporate to enhance the knockout tag strategy, aiming to boost turnaround efficiency and minimize downtime. TotalEnergies initially employed a standard Lockout/Tagout (LOTO) strategy, where multiple locks were placed on isolation points by each team involved in the turnaround. Despite optimal isolation and tag-out plans, locks were frequently left in the field, necessitating a time-consuming cut lock procedure that delayed startups.


Kevin introduced a lockbox strategy to provide greater continuity while maintaining operational ownership of fieldwork. A pilot test demonstrated the strategy's effectiveness, leading to its enterprise-wide implementation across all turnaround teams.


For the strategy to deliver business-wide value, a robust change management plan with clear communication channels was essential. Forward planning included consultations to identify anticipated pain points, develop mitigation plans, and effectively present the strategy to turnaround teams.
