Vice President of Business Transformation-Refining Phillips 66

Sean Smith is Vice President, Continuous Improvement at Phillips 66, based at corporate HQ in Houston, Texas. He is responsible for enterprise-wide business efficiency improvements, including strategic project development, margin enhancement, and cost reduction activities.

He previously served as General Manager of the Borger (TX) Refinery, where he led long-term performance improvements, project execution, and strategic planning for a refinery complex of approximately 1,300 employees and contractors. Before that, he was Operations Manager at the Lake Charles (LA) Refinery, leading improvements in work practices, reliability, efficiency, and safety.

Sean has also held leadership roles in Global Optimization, Refining Process Technology, business management, planning and economics, operations team leadership, and process engineering across Phillips 66 and ExxonMobil.

Sean earned a Bachelor of Science in Chemical Engineering from Lehigh University, with minors in Latin American Studies and Military Science. He served as an officer in the United States Army for 11 years.
