Offshore Decommissioning APAC Summit 2027: Masterclass

The Offshore Decommissioning APAC Summit 2027 brings together operators, regulators, government agencies, engineering companies and technology providers to share practical experience from across the offshore decommissioning lifecycle, from late-life asset planning and well Plug & Abandonment through offshore removal, onshore recycling, commercial strategy and future asset repurposing.

Experience Day Two with an interactive Executive Masterclass, where delegates will work alongside international experts to explore practical frameworks, real project scenarios and proven approaches for planning, governing and delivering successful offshore decommissioning programs.

Agenda Day 02 | Masterclass

8:15 am - 8:50 am Registration Open

8:50 am - 8:55 am Welcome & Housekeeping Address

Your project starts here. Working as the appointed decommissioning team for the Meridian Platform, delegates receive a realistic project dossier and are challenged to plan, execute and defend critical decisions across five phases, from liquidating Asset Retirement Obligation through to a live board defense.

The objective: deliver a safe, commercially viable, regulator-approved decommissioning program, built on the real cost, contracting and execution logic used across APAC.

9:15 am - 10:45 am PHASE 01: Assess & Plan | Enterprise Strategy for Liquidating Asset Retirement Obligation

  • Liquidating ARO: aligning the CoP glidepath to an integrated well P&A strategy
  • Front-loading ABEX in ABN0 to lower ABN1/ABN2 cost of ownership
  • Prioritizing wells, FPSOs, pipelines and subsea infrastructure
  • Building an AFE cost, liability and execution assumptions
  • Bulk/campaign contracting bundling wells can cut per-well cost ~3%
  • Identifying risk before project sanction

War Room Simulation: Teams build an initial strategy and AFE for board approval.

10:30 am - 10:45 am Morning Networking Break

10:45 am - 12:30 pm Phase 02: Execution Under Pressure | Planning Plug & Abandonment Under Real Project Constraints

  • Factory P&A: campaign-based programs across mature well portfolios
  • Barrier verification, well diagnostics, Rigless intervention
  • Contractor interfaces and integrated EPC delivery
  • Financial assurance and JV liability challenges

Case Study Debrief: Compare team strategy against major abandonment campaigns.
Live Simulation: A sudden shift in conditions forces mid-execution to redesign.

12:00 pm - 1:00 pm Networking Lunch

1:00 pm - 2:05 pm Phase 03 | Engineering Offshore Asset Removal | Engineer Down and Clean

  • Engineer Down and Clean: integrating removal with the wells program to share resources
  • Single-lift vs modular removal strategy
  • FPSO disconnect, mooring recovery, offshore tow
  • Cutting methodology, marine logistics, metocean constraints
  • Subsea disconnection, pipeline isolation, seabed clearance
  • Supply chain and local capability constraints on topside/jacket removal
  • Applying campaign bundling economics to removal sequencing

Live Simulation: An unexpected technical development forces re-prioritization in real time.

2:05 pm - 2:20 pm Afternoon Networking Break

2:20 pm - 3:35 pm Phase 04 | Making the Final Decision: Remove, Repurpose or Redevelop?

  • How operators assess whether ageing infrastructure can be safely retained, reused or repurposed for future O&G and energy-transition projects.
  • Evaluating asset integrity, remaining life, technical feasibility, modification requirements and whole-life economics before committing to removal.
  • What the NSTA's experience in assessing reuse and repurposing opportunities can teach operators facing Australia's emerging decommissioning pipeline.

Live Simulation: Assessing a real-world ageing asset and defending the Remove, Reuse or Repurpose pathway against technical, commercial and regulatory constraints.

3:35 pm - 4:35 pm Phase 05 | Presenting the Business Case to the Boards

  • Developing procurement strategies and contractor evaluation criteria for large-scale offshore programs.
  • Embedding local capability development and knowledge transfer into contract frameworks
  • Balancing project cost, technical capability and execution risk during contractor selection
  • Preparing board-ready recommendations supported by engineering, financial and regulatory evidence

Executive Board Simulation: Each team presents its complete decommissioning strategy to a panel representing the Board of Directors, regulators, investors and joint venture partners, who challenge every recommendation before selecting the strongest overall strategy.

4:35 pm - 5:05 pm Q&A Session | Industry Benchmark & Facilitator Debrief | What Actually Happened?

Benchmark team decisions against major offshore decommissioning programs from APAC to identify best practices and key execution lessons.

5:05 pm - 5:15 pm Closing Remarks
