The oil and gas industry has been extracting and refining petroleum since the 1820s. In the two centuries since this began in Russia and Central Europe, companies and governments the world over have been working with, and sometimes against each other, to fulfil their objectives.

In the past, operating companies have ruled the roost, providing the means to extract the hydrocarbons and taking home the profits. In recent times, local content - quotas imposed by governments and national oil companies (NOCs) to secure opportunities for home-grown talent and organisations- have sought to redress the balance.
