Mexico is currently involved in one of the broadest set of reforms in its recent history, setting new norms and targets for a range of commercial and social enterprises.
The energy industry is one of these areas, with the opening of the oil and gas franchise to the wider world after the 75-year long monopoly of state-owned energy giant, Pemex.
In the following interview, we speak with Dr Hêctor Mârquez Solîs, Head of the Procurement Unit at the Ministry of Economy, and one of the architects of the Mexican national content framework. In the course of the interview we speak about the formulation and progress of the country’s emerging local content policy, its first licensing round and his hopes for the future.
